A National Register of Culturally Significant Public Amenities

The Heritage Listed Toilets of Interest (HLTI) register recognises public amenities of cultural, historical and operational significance within Australian environments.

These sites reflect not only infrastructure, but lived experience—capturing how design, demand and human behaviour intersect under real-world conditions, particularly under shared and high-demand use.

While many sites originate within sporting contexts, the register extends to any public amenity demonstrating comparable cultural and operational significance.

HLTI Assessment Model

A site may be considered for inclusion where it demonstrates one or more of the following:

Cultural Significance

Evidence of enduring relevance to a sporting community, including shared memory or ritualised use.

Operational Stress Conditions

Demonstrated performance under peak demand scenarios, including halftime surge events.

Architectural or Design Features

Inclusion of materials, layouts or fixtures no longer considered contemporary practice.

Behavioural Impact

Observable influence on user decision-making, movement or coping strategies under pressure.

Authenticity of Experience

Retention of original character, including elements of discomfort, unpredictability or constraint.

Resistance to Modernisation

Minimal alteration despite evolving expectations of amenity design.
